  • Recruiting highly skilled and experienced Chinese workers to work legally in New Zealand
  • Becoming an Accredited employer so that you may directly recruit overseas workers
  • Facilitating overseas travel and consultations to meet and recruit prospective candidates in China

We also support New Zealanders seeking work in China by offering guidance on immigration policy and work related documentation. We may also be able to assist with living arrangements for New Zealanders working in China.

We organise and conduct Business seminars and Webinars to provide information and guidance for overseas job seekers.

In conjunction with our business clients we work to ensure that all aspects of regulatory compliance relating to Immigration New Zealand are updated and properly maintained.

Our immigration team can help you plan the recruitment process:

  • Confirm that job vacancy will meet the requirements of a valid visa category
  • Check for alignment with current Essential skills in demand criteria
  • Consider which country has suitable candidates. cultural differences, experience, skills, qualifications
  • Check the rules and regulations applicable in the workers’ country
  • Adopt ways to attract the right quality of workers
  • Set realistic timeframes from start to finish- until overseas workers arrive for work in NZ
  • Follow the current immigration policy guidelines for lodging a visa application

Policy guidelines for New Zealand businesses employing overseas workers

Before recruiting from offshore, the role must be offered to a New Zealand citizen or resident who can do the job or be readily trained to do it.

Exceptions are:

  • An Accredited Employer with Immigration New Zealand may employ a migrant worker under the Talent (Accredited Employer) Work Visa
  • The occupation is listed in the Essential Skills list and the candidate meets required qualification/work experience requirements.

Does the position you are recruiting for meet INZ requirements?

Evidence of Hiring locally

Such evidence will include:

  • Details of the advertising (e.g. national newspaper, internet, etc) including dates, duration and frequency of advertising
  • Copies of the advertisement and receipts for its cost
  • Any evidence that a recruitment agency was used
  • Information about the results of any vacancy listings placed with the Ministry of Social Development (MSD),
  • Full details of the results of recruitment efforts including the number of applicants, shortlist and details of why any New Zealand applicants were unsuitable, or unable to be readily trained
  • Relevant industry statistics on the numbers of vacancies in this market, or other industry-based evidence.

Evidence of training a local candidate for the vacancy

  • The type of training provided and its outcome
  • Existing plans to train and increase the skills of New Zealanders to do the work.
  • Contact with relevant industry organisation or union, by producing a copy of any comment received from them that explains:
    • the availability of New Zealanders for the job
    • the need for foreign labour in the market
    • their opinion on the terms and conditions of your job offer.

Job advertising

  • The content of job advertisements and offer must not discourage New Zealand workers from applying
  • Immigration New Zealand will check reasons for New Zealand workers’ unwillingness to accept the job (e.g. terms and conditions of the offer: pay, hours of work, etc.

Employer Accreditation

Accredited employers can employ non-NZ workers on Talent (Accredited Employer) Work visa, without proving that there are no New Zealanders for the job.

Accreditation is valid for two years and can be renewed for two-year periods or 5 years (if all INZ requirements are met).

Four conditions to be met by employer:

  1. Sound financial position; and
  2. HR policies and processes of a high standard; and
  3. Demonstrable commitment to training and employing New Zealand citizens or residence class visa holders; and
  4. Good workplace practices, including a history of compliance with all immigration and employment New Zealand laws

INZ may carry out an audit of the employer and where necessary, conduct a site visit or request documentation or evidence from the employer as part of the audit.

Applications must be accompanied by documents which demonstrate that the employer meets the requirements (use INZ 1090) and a fee. The fee is lower for renewal of accreditation.
